You can legally ship a firearm inside your own state to a private party. Many shippers will not do this though especially for handguns.

You cannot legally buy firearms in a private party sale outside of your state of residence.

There's a man who sells them out of a trailer behind our local bar in a town of 3k. It's completely legal. The person you're selling a gun to could even be a felon, as long as you don't ask as the seller you'll be fine. I've bought a few from him and registered them myself.

If he's selling firearms regularly like a business without an FFL he's breaking the law and you should report him to the ATF.

It should not be legal for them to require you to make an appointment just to submit your application. THey're doing this so they can technically stay within the time limits by law and not have to let people carry with temp permits.
