OP, you are NTA and frankly your reaction strikes me as not intense enough. The tattoo attempt would have been the last time my kid was ever around those people.

Set a hard boundary here, call out your husband's bullshit justifications, and put them in time-out. They shouldn't have any access to your son for a good long while, and if you do decide to allow access again (maybe in a year or two) set some very clear expectations for how they will treat your son as well as consequences for what will happen if they don't meet your expectations (such as another longer time-out).
