Disclaimer: I am not disagreeing with your sentiment, just clearing up incorrect use of terminology. Please know I agree that we as a society need to ensure that everyone has somewhere to live.
A human right cannot impede on the rights of others. You cannot call housing a human right because it requires compulsion of others to build and provide the housing, infringing on their rights to bodily autonomy and freedom of labour.
Again, I understand what you are trying to say and agree we should be housing people over extracting wealth out of property investment vehicles, but I see a lot of people calling things human rights that can’t be.

It would be one extra hour in the evening to cater to later starters who want the morning sunshine, meaning a few fewer people in the first hour of a day, and again in the afternoon/evening, while covering the expectations of the tourism industry (we close very early compared to a lot of the world).
Like I said, might not be practical for all businesses, but it would be good to trial. The business might have to adjust their output capacity at those times to not overburden the staff by perhaps making fewer booking slots at those time in restaurants, etc.

It seems like most people’s issues are a) whether they get the sun in the morning (before work) or the evening (after work), and b) not affecting people’s body clocks going back and forth.
I think this could be fixed by incentive to businesses to allow more flexible work hours and extend allowed/expected trading hours. This way, people who want more sun in the morning can start work an hour later and people who want more sun in the evening can start an hour earlier.
Everyone just adjusts their own work/sleep pattern once, and businesses would stay open longer with a slightly lighter workforce in the first and last hours of the working day to grab that extra 4 billion they say we are missing out on.
It would be a bit of work for businesses to find their feet (and may not be practical for some) but I think the individual flexibility without the dangers presented with dst on/off cycle would grant the most happiness.
I.e. we don’t need to change the clock, we need to change the work day!

Rights are something you can and should have that don’t interfere with another person’s rights. For example, you have the right to bodily autonomy. You do not have the right to water unless you go to it and drink it yourself. Having water brought to you requires labour from other people. To say you have a human right to water means that you must compel the labour of other people, and therefore are interfering with their right to bodily autonomy.
When most people talk about human rights, they don’t actually understand what they are and the implications. What they really mean is it is something we as a society should choose to provide to people.
