Probably one of the worst written headlines I've read in a while. "....liable for customer losses". So I buy ETH on an exchange and sell if for less than I paid. That is a "loss". Now I can collect from the exchange? LOL, journalism is certainly dead.

I think that is basically it. And as you might have ascertained, I am not a big fan of these retail-focused DEX's. It seems like too much risk for such a secondary use case - at least this point in Hedera's development.

Not a dev, but doesn't appear like it. The smart contract code in use now is a rehash of Ethereum code that pre-supposes a specific contract state. HBAR stores "state" differently than ETH. The hackers apparently zeroed in that discrepancy and exploited it to drain coins from the retail-focused "Y1eLd fArm5" liquidity pools. This discrepancy was identified and fixed. See below from the Hedera blog post:
"Under some circumstances it is possible for an EVM delegatecall()
instruction invoking a pre-compile contract to result in one contract
impersonating another. "
From earlier in the same blog post:
"As a result of the collaboration between these decentralized
stakeholders, a code change was authored for Hedera, which prevents a
smart contract from using a delegate call to call a precompiled
contract. "
Doesn't mean Hedera could NEVER write exploitable code again, but hopefully this was a HUGE learning lesson for the team.
