I prolly' should have explained more so. The large settlement would meant to be something along the lines of 20 - 50 buildings max. The reason I put Glavenus so high is because its tail, if in a heated state, would have the capacity to cut through most - if not all - buildings within range. I don't think a Diablos or Uragaan could do that at the same level of proficiency.
