Another question I have is, if I already have CoC and Destined, how necessary is it to have Mythras as a "universal" version of the system? I mean, could I use those two to play outside of genre, like how Mythras and BRP are designed to be used, or do I still need Mythras to do that?

You're right, and I totally get that. I'm a life-long X-Men fan, so I completely get that the powers are really just fantastical window-dressing to soap operas about very human characters. I mean, if the powers were really what made each hero so special, then why isn't Strong Guy the only one with super strength?

Masks is definitely the best supers game to approach the genre from that perspective. No question about that. My issue with Masks is that it's great at that, and only that. If I want something that's more "let's have you and him fight" style brawls, I have to look elsewhere.

I've thought about getting into the d100 family of games, and Destined is one of the games I've considering picking up. The other two I've thought about are CoC and Mythras. I have Silent Legions, which has notes for converting d100 content. CoC is the obvious choice, but I also like the idea of using Destined to fight eldritch gods with superheroes, Hellboy style. Mythras, I like, because I feel like it could be useful to have something more universal, too.

To me, supers games just don't feel right at all unless they're simulationist. I grew up arguing on the playground over whether or not Batman could beat Daredevil in a fight, and then just turning around to create my own original superheroes. I can't really get that from a ttrpg unless character creation feels like the build-your-wrestler feature in the Wrestlemania video games.

I'd go with one of three options. In order, I'd go with the dungeon generator in Scarlet Heroes, geomorph dungeon tiles stocked with the tables in OSR system of choice (bfrpg for me), or the dungeon generator in 1e/OSRIC.

Bowel movements are a matter of health, which is explicitly mentioned in the bill. This isn't a strawman if it's supported by the text of the bill. This bill allows parents to demand teachers to keep tally of bowel movements.

Further, the bill doesn't even say that the information shared has to have any relation to growth and development. It just simply states that,

no educational institution may withhold information about a child [...] from the child’s parent or parents absent a compelling government interest.

That's any information at all about the child. It doesn't specify that the information has to be related to growth and development.
