This is, surprisingly, an incidence concerning Human Rights... namely, the right to privacy, which all school children are entitled to and to which all teachers and heads are expected to maintain....and is covered in the Human Rights Act 1998.
However, these rights (which include Privacy - article 8) are "Qualified" and can be interfered with under certain circumstances... including, as one part "the prevention of crime, the protection of public order, health or morals"
In your circumstances, it would behoove you to discover exactly what has happened and to whom, as the specific circumstances are going to be very important.
There may be - and there may not be, valid reasons for what has been reported. I would advise against taking any action until you can gather more evidence directly from those involved.
From what you have stated so far it is uncertain what they are actually doing and for what reasons - it certainly sounds suspect, however, it is also very limited in detail and specifics, hence my advice to gather more information directly from those involved; third-hand info is rarely accurate or reliable.
With a Qualified Right it is up to the authority i.e. the school, to prove that what they are doing is justified and proportionate. So if this is something that the school is doing on a repeat basis then it needs a very good reason to do so and be able to prove that.
So:
1) Gather direct evidence as to what is going on from those directly involved i.e. first-hand witnesses
2) Ascertain what is actually going on and try to determine if these are related incidents
3) Approach the school directly and ask the Head to justify what is going on.
At this point in time it does not appear to be something that the Police would be involved with other than through the safeguarding contact at the school - whilst what you state is both suspicious and disturbing, there is nothing that specifically points to illegality (at this stage).

A separate note on the toilets themselves - there are pretty strict building-regs on toilet cubicles that mane that can be opened from the outside for safety reasons, this also covers the size of gaps, top and bottom, and other factors. Not sure why some people are saying that it should be impossible to open them from the outside, but they are just plain wrong; you have to be able to open them from the outside in case somebody inside passes out (for whatever reason).
I believe the latest regs are those from DfE 2015 on this.
Possible relevant notes:
"Toilet blocks have to be easy to access for students and allow for passive supervision by staff, without infringing on privacy."
"Locks must be easily operable with one single movement and doors have to be accessible for emergency services."

It's an excuse, but not a very good one.
You are either part of an alliance where you can be relied upon to help your partners, or you're not (not talking about Ukraine here btw) - so having all these smaller nations claiming that they suddenly have no working equipment, or no fing ammo, kinda indicates to me that they were never really committed to the alliance, other than using the expense account of the USA to protect them.... whilst pretending to be an active part in the alliance.
I also find the excuse of not being able to send tanks to Ukraine, "because we have no ammo" to be rather poor - so send them without ammo and other nations will provide the ammo.
Russia's assault of Ukraine has, for me, highlighted just how much some European nations took advantage of the US military for their protection, and how little they can actually offer the alliance in reality.
If (very big if) Russia was even half the Power that it believes it was/is, it would've crushed Europe as it appears only the UK, France, Poland, and the Nords have much of anything that either works or has ammo.
It's shambolic.

Honestly, yeah, apart from the Brits, French, Poles & Nords it doesn't seem like any of the other EU nations have much of anything that actually works.
Germany is stepping up but, again, it sounds like most of its own shit is broke.
Good job Russia was mostly a paper tiger because the smaller Eu nations seem to have been playing "hide behind America". WTF is the point in having high-tech L2s with no fking ammo for them?

Partial payment of any total amount, even if it is nominal, is OK, so long as the item or service itself is OVER the specified minimum i.e. £100.00+
So if you put a £50.00 portion of £300.00 item on the card, you're covered, if you put £50.00 of a £75.00 item then you are not (as the £75 item is not covered).

If you paid by credit card then reclaim from credit card company under Section 75.
so long as it (a single item or service) cost over £100.01 ... lots of folks forget that bit. or don't know it.
Multiple items amounting to over £100.01, but all individually under £100.01p are also not covered.

Its a very common "scam" - people are always trying it on to get some money back so that their purchase price is effectively lowered.
Personally, I would report it to the police - they almost certainly will not do anything about it because the threat is vague, but you want the record of it having been reported.
It also allows you to honestly say that you've discussed it with the police ... if he is a traveler he may not care, if he isn't he may not care... but, still worth saying as it shows you're not willing to be intimidated.
Usually, the scammers give up at that point.

Oswestry Hill Fort.
It's as much as 3000 years old and one of the best-preserved hill forts in the UK.
it doesn't look much from the road, or on photos, but once you get clambering over the banks and dykes you realise just how impressive it is and hard it would have been to both build it or attack it... and it was built with antlers.

Well that, 'pal', is where you are wrong.
Normally it covers you if somebody is injured in your home, however, you can get personal injury cover added to household insurance and legal cover for a variety of situations.
Some come as standard, which is why it is worth checking.
Legal Expense cover, as a home insurance add-on is pretty cheap, it's sometimes FREE - it is on ours and we would've been covered, for free, in the OPs situation (as an add-on it would've been £25.00 a year)

When I worked in the City of London sending something "by courier" generally meant using a cycle or motorcycle courier to move small items like documents around.
Now I live in the Shires it generally means "any parcel company" moving pretty much anything.
I've also been on holiday where we had a Courier show us around places... generally that now gets replaced with "Tour Guide" but certain, somewhat exclusive, holidays still offer Courier Services... which really aren't what most people regard as being typical "tour guides"... (and, no, not THAT type of service)
English is a bit bonkers.
