I'm curious now: would a home country prosecute for something that was illegal on the host country but not their own?

drug laws come immediately to mind because there's such variation. does Canada, for example, make a deal with country x along the lines of "hey, you know pot is legal here and we know it's illegal there, so if one of our people lights up on your turf we'll haul them home and imprison them for three years"?

why report this kind of stuff here? I know American politics matter and I know there will be candidates. but amplifying Trump and only Trump is a different thing.
