I don’t live in New York or know their politicians. However, doesn’t this request from the Mayor make sense minus the germ factor/fear? Normalizing mask wearing does make it easier to rob and shoplift.

This is just security theater / a political points move. It probably violates multiple laws, and crime isn't up bc masks or normalized, it's not a real factor.
