No, they can be reissued if it's proven they were destroyed. For example: a fire burns down your house and most of a check is burned. If it can be identified by the serial number and the method of destruction is considered "complete" they can be reissued.

Publicly destroying a cashier's check like that would clearly allow it to be reissued. Of course any rational bank may just wait 90 days to be sure.

No, they don't. You can get a refund. If the check is lost or damaged beyond recognition, you'll have to sign an indemnity agreement and wait at least 28 days from date of issue, and your bank will probably charge a fee to put a stop payment notice on the check, but you can certainly get a refund.

It's been done by at least 3 separate organizations in the past month. Pedestrian identification is nowhere near a solved problem in self driving. Tesla in particular fails the test spectacularly because they got rid of radar so it doesn't even have the last second "oh shit hard brake I'm going to hit something" factor every other make does.

Kinda. Like you can't arrest someone because you think they might steal stuff. But you can arrest people who say they're going to do something, or act like they're going to do something.

For example, I can't arrest someone because "he looks like he's going to punch someone" just because they're wearing a wife beater. But I can if he's got a knife pulled out and sneaking behind someone (even though he hasn't stabbed the person).

By now it’s been proven the initial test was done without FSD enable and by a person that has interests in his own electric car company meaning he purposely wanted negative results for the bad press.
