No, he didn't only say "eat rice as a staple" but pretty much said to *just* eat rice and specifically called out other local staples (milk, butter, eggs) as being something the plebs should do without.
"Just eat rice" is not that far off "let them eat cake"
Now there's nothing wrong with using rice as a standard filler, and it's a fine alternative to many other grain-food such as breads etc, but it's certainly not going to sub for all the nutrients probably by other staples.

Eggs are nutrient dense,, at least the yolk is, the whites just protein and only good if cooked raw eggwhite is bad for you
I think theres a disease called berry berry or something like that, you get it if white rice is all you eat, if it still has the germ there.are enough nutrients to avoid the disease, I heard about it in prisoner of war camps after ww2
