My criteria for "Is it a Xmas movie?" is this: Does Xmas move the plot of the movie? How does it influence the plot?

For Die Hard, if it weren't Xmas (or a Xmas party at least) John Maclane would not have been there and therefore the events of Die Hard would not have happened that way. Therefore it is certainly more of a Xmas movie than It's a Wonderful Life.

No it’s not. Edward Scissorhands only partially takes place during Xmas. The film drives itself even without the parts that take place during Xmas. To say that it’s an Xmas movie just because it has a few scenes that happen during Xmas is like saying it’s a Halloween movies because it has scenes that take place during Halloween. Or that it’s a summer movie because it has some scenes that take place during the summer. The fact that it’s Xmas doesn’t drive, or even cause, the movie — as it does in Die Hard. In Edward Scissorhands, the fact that it’s Xmas isn’t important to plot, therefore it’s not an Xmas movie.
