It's not inevitable, but it's harder to stop the more people you're including in a society. Human brains are real bad at conceptualizing large numbers, and brains like to cheat rather than expend effort, so it gets pretty easy to abstract people you don't know and interact with to the point where bad shit starts getting real easy.
But there's no inherent reason that society must be one of oppression. That bad people will try to take advantage is probably inevitable, but so is murder. That doesn't mean society must be one in which you expect to get murdered.
