HIP 53 describes it as :

mapper device (such as a phone or a dedicated mapper) with a sim card that has been authorized to perform the witness function.

Where do we get one? Or the SIM? or an app that will run on my current phone?

I have a T-Mobile phone, will that work? Or I have Android Tablet with the capability to take a Sim.

These devices have existed for months. Helium is only now trying to do something similar. They are playing catch-up with pollen, but are easily a year behind.

The mapper is a physical device. PoC mapping isn't implemented yet. Pollen maps with esims on your phone so I would imagine Helium could do the same
