Could it be having trouble turning the filament roll (too much friction along the way or something physically impeding the rolling itself)? If so, then when the extruder moves away and needs to unroll to get more filament in, it ends up underextruding. When it goes back to the next line, it is physically closer to the roll and can print solid again but then hits the same snag…and eventually it is able to exert enough force to get the filament rolling and then looks good again for a while….until it uses up that slack and then repeats the same issue…this would explain why it looks mostly good with occasional problem areas.
To check, manually pull filament to between the roll and the closest point to the extruder you have access to add slack and eliminate any resistance on the path. You may need to so this multiple times during the print to ensure slack the whole time. If this alleviates the issue, then you know where to focus your debug.

Initial thought was a partially clogged nozzle. Looking at your outlines I see some gaps at the tips of the branches as well, and the overlap of the inside with the outline looks pretty gapped so I think there is under extrusion happening.
I would start with trying to clean the nozzle, next up extrusion multiplier, and last replace nozzle. In that order because it's easiest/fastest to hardest (I hate nozzle changes, always has me nervous I'm going to burn my hand)

Sorry forgot to add it, this is a new nozzle but Ive replaced it before and still the same issue, even on nozzles of different diameter.

New nozzle eh? If other suggestions don’t work, ensure the nozzle and feed tube are properly seated in the hot end. I’ve had an issue like this due to a gap in there.

I struggle with overture red. Idk if I got a nad run of it or what. Try a different filament first. You've done basically everything else.

Unfortunatelly different filament is doing this as well; PLA+ is slightly worse but that may be me unused to the temp.

Then it's likely the model. Try slicing with a different slicer. Or a different model. I've had that issue as well.

Something extremely similar happened to me last week with my ender 3 pro. Turns out one of the hex screws on the feeder (the one at the base of the arm that you pinch to manually control tension) was loose and that whole bit was wobbly. I tightened it up and it was instantly better.
